UK Councils Plan to Sell Off Community Hubs and Sports Centres to Manage Finances

Based on a latest survey of local authorities, UK councils are preparing to offload social clubs, sports centres, and retail spaces as they bet on a fire sale of assets to balance the books.

Increasing Fiscal Challenges Drive Asset Sales

The Key Cities Group representing second-tier cities in England reported that six out of ten of councils are planning to dispose of properties to cover the rising costs of social services for vulnerable individuals.

Councils have previously faced criticism for disposing of playing fields and land to shore up their finances, but they contend they must proceed to generate essential revenue from asset sales or declare themselves bankrupt.

This coalition noted that a significant number of councils attempting to generate funds from a fire sale of assets marked “a distinct shift from 2024, when the largest share (60%) of municipal officials stated they would focus on service redesigns and using financial reserves to manage increasing fiscal pressures.”

Specific Examples of Proposed Sales

Medway Council in southeast England said its asset disposal plan included the sale of a retail complex in Rainham and a social club in another town to raise £20m over the next half-decade.

  • A local golf course and commercial properties held in Worcestershire and Suffolk, which all provide rental income for Medway council, will additionally be sold under the strategy.

Council Tax Rises and Broader Financial Pressures

The survey of local authorities in the coalition, which includes Sunderland, Southampton, Gloucester and Salford, further found that more than 70% of authorities will have to raise local levies next spring to cover the rising cost of core provisions, higher levels of housing insecurity, and a longstanding accommodation deficit.

Medway council explained it will press ahead with property disposals after sharp increases in the cost of children services, support for vulnerable learners, adult social care, and temporary accommodation.

“We are taking creative strategies but certain measures require time to deliver both better provisions and financial savings,” stated Vince Maple.

He continued: “We face population challenges which will continue to add to the pressures we have. As a local government body, we had a drastic reduction in our revenue support grant from 2010-24, which is extremely difficult.”

Countrywide Patterns and Projections

A survey of county councils recently further found local finances being strained by the growing number of young people and older individuals needing Send support.

A network of councils said that council deficits will hit 4.4 billion pounds a year by the end of the decade, as they grapple to cope with rising needs.

Ministers have delayed planned reforms to the special educational needs framework until the coming year after a white paper outlining those reforms has been postponed.

Disadvantage and Funding Shortfalls

According to the latest deprivation measures (the Index of Multiple Deprivation) for UK local authorities, several key cities members were included in the most disadvantaged in the country.

  • “Participating urban centers like several major towns rank in the most deprived 30 nationally under the latest IMD measures,” said the study.

“While only one key city is among the top 10 for deprived neighbourhoods nationally, urban areas are much more prone to be in the worst-off 20% of England. The figures highlights the scale of difficulties facing local leaders across key cities in the coming year,” the analysis added.

“Local government leaders have been clear about the necessity for a fair and sustainable financial structure that reflects and addresses the actual extent of deprivation and demand,” stated a council leader.

“Without this, councils will continue to face difficult decisions around which vital provisions to allocate spend to, and which to cut, to the detriment of their communities.”

One in five of local authorities have reduced or weakened care services in the last year, the study revealed.
